Quantum doesn't work... Too much erros on auth.log.

In the dhcp_agent for example, just need to replace each occurrences of
'self.conf.root_helper' by 'self.root_helper'

upload it to Glance with the following command:
glance image-create --name Windows 7 - ULTIMATE - 32 Bits - Pre-Installed
Image --is-public true --container-format bare --disk-format qcow2
