Hi,

AFAIK, shipping binary packages is the responsibility of downstream
distributions of OpenStack, though
there are efforts to collaborate on packaging within OpenStack.
I'm one of the RDO Release Engineer, RDO community would be happy to
help you packaging gluster-swift.
