I have never seen that error, but check that you are running scan with
admin user and iptables and selinux are both disabled.

This happens when the user is restricted by the scanner preferences
hosts_allow or hosts_deny.
Manager sends these preferences when Exclude Hosts is set on the target.

it atleast works and is up to date to current version.
