I've narrowed it down a little bit further:
It appears that 89.146.224.58 is the OpenVAS feed server. I captured
packets and determined that the Greenbone SCAP sync assistant uses port 873
TCP for communication via rsync.
I can ping 89.146.224.58 from my Kali host.
However, I cannot telnet in
Nope, they're on different IPs. How can I check if I'm blocked, and if so
get it lifted?

I have just installed OpenVas on kali linux. The version that was installed
with apt-get install openvas was v7.02. Scanner engine is 5.1.1
Install went fine and I am able to log in to the Web UI.
When I attempt to sync the NVTs (as there are 0 installed) I get the following

Please contact your network administrator about this issue. From the
output and the redirect to malware.opendns.com we can see that there is
