it's my fault, I've forget about this step when preparing the 21.02 build
infra and I've added the missing keys right now so it is going to take some
time until that propagates to downloads.

You liekly need to also update the openwrt-keyring package itself in the 
source repo, so that private builders (like me) also get the updated new 
keys. (at least in 21.02 and master)

I built my first OpenWrt 21.02 test build and noticed that opkg is unable to 
download any package lists. When I try to update package list with 21.02, 
opkg gives error about signature file download errors.

Signature file download failed.
Remove wrong Signature file.

Looking at the 21.02 download directories, the package dirs are indeed 
missing the normal .sig signature files.

jow has added the release keys for 17,01, 18.06 and 19.07, but I am unsure 
who should do it now, so I am spamming this to some possible suspects.

OpenWrt 21.02 branch

Hi,

I've created branches for OpenWrt 21.02.
Even there is still a lot of work to be done for the next release
we decided to branch now.
This allow us to stabilize 21.02 and make it ready for release.
Further more patches has been piling up which couldn't merged into
master before the branch for the next release (e.g. linux 5.10).
