The Barometer project requires a DPDK >= 16.08. It looks like the version
has reverted recently.

it use functest-smoke:opnfv-6.3.0.

What Dovetail version do you use?
For dovetail-2.0.0, it integrates Functest Fraser. For dovetail master, it
integrates Functest Gambia.
