This story will distribute keystone service across all edge clouds in the
StarlingX distributed cloud deployment. The system controller will serve as the
provisioning portal (master) for keystone configuration and distribute the
configuration across all edge clouds (projects, users,role,assignment and
fernet tokens etc). Each edge cloud would run an instance of the keystone
service.
