Thanks a lot for the comments during the adoption call. We updated the document 
accordingly. 

Here in brief the differences to the previous version:

- Extended the introduction and the terminology section with performance 
registry relevant information's.
- Corrected some small nits in the performance registry sections.
- Increased IPFIX entity data type sizes based on implementation tests results.
- Corrected IPFIX entity data type semantic.
- Introduced section 7.3. Describing how IPFIX reduced-size encoding is 
applicable.
- Updated section 7.4 according input from Greg Mirsky. Detailing IOAM 
application.
- Removed nanosecond granularity

Abstract:
   This document introduces new IP Flow Information Export (IPFIX)
   information elements to expose the On-Path Telemetry measured delay
