Title: Support of Network Observation Timestamping in YANG Notifications

draft-tgraf-netconf-notif-sequencing was presented in IETF 118 and received
feedback from Jan Lindblad to expand the definition of the sysName object which
we addressed in this revision. Feedback welcome if this addresses the concern.

In draft-tgraf-netconf-yang-push-observation-time we added a paragraph in the
intro section describing a common network operator problem when the bucketing
in a timeseries data base is equally long to the periodic YANG push
subscription and eventTime is being used for timeseries data base indexing.
Leading to inconsistent accounting errors in the time series database which is
being resolved by using the observation-time instead.

I take the liberty to share two documents from the YANG Push to Apache Kafka
side meeting at IETF 118. Giving the overall picture and the current state.

https://github.com/network-analytics/draft-daisy-kafka-yang-integration/blob/main/yang-push-workflow-02.pdf

We received comments from the netconf chairs during the netconf sessions and
also from the community during the side meeting that an IETF document
describing the overall picture with the references to each draft document
describing the changes to the netconf notification, YANG push header and the
YANG library but also to Apache Kafka and its schema registry would be very
helpful. That document is in the works to be ready for IETF 119.

I would appreciate your review and comments on the mailing list.

Best wishes
Thomas
