The document is clear about what it is trying to do, and readable. It is not
clear about how it expects this to actually work.

I would add that the text about processing such things seems to me to be
the typical (and appropriate) use of the Postel Principle, from which we
can tell that the important part is the rule earlier in the text that
says that EHs occur once each, except for destination options which may
occur
I checked with the IETF's liaison manager for ITU-T. It turns out,
process-wise, that the underlying document this refers to was fully
approved by ITU-T in December. So there is nothing to respond to and
no benefit for the IETF in generating a response.
