That is not really how Tor works as far as I know. A more dedicated proxy like
squid is what you should look for. Similar to what was done for the Iran
protests.
But adding new nodes helps the entire network, and increases general capacity.

currently active in Cairo.

This differs from ISP to ISP, it looks like they tried to f*ck up the
net as much as possible. A lot of routes to egyptian ISPs just
disappeared from the global routing

From what Renesys have posted, Noor's about the only ISP in Egypt that
still has packets flowing to the world.
