Location: Clemson, SC
Duration: 12 Months

This is a High Level Jira Administrative Position that will provide
analysis, implementation, recommendations, hands-on implementation,
support, documentation and training in the use of the Atlassian product
suite (www.atlassian.com). The effort is in support of a large
implementation project whose team brings significant experience along with
an "entrepreneurial" or "startup" attitude and approach. The team has
already adopted the Atlassian product suite including JIRA, the
dev/build/test tools, the agile tools and Confluence. As the project work
has progressed the team has identified a need to enhance its use for the
JIRA in order to drive a faster and higher quality development cycle. We
are looking for a consultant who can come in and offer the team ways to
improve quickly and practically while assessing and mapping a path toward
best practices that make the most sense for this project.
SCOPE OF PROJECT
The Medicaid Member Management project is one of the most complex
technology development projects undertaken by Clemson University on behalf
of the State of South Carolina’s Department of Health and Human Services
(SCDHHS). This project is a multi-year effort to replace the State’s
Medicaid Eligibility Determination System (MEDS) with a multi-tier
application environment that requires modern technologies, technical
practices and substantial collaboration with a variety of stakeholder
DAILY DUTIES/RESPONSIBILITIES
The Development Tools Consultant will be expected to quickly assess the
current strengths of the team’s processes as well as opportunities for
improvement. The Consultant will be expected to build an improvement plan
that includes process improvements, reporting enhancements, and improved
tool use. The Consultant will be expected to both implement the recommended
changes and also document and train team members on the implementations.
The Consultant will be expected to work iteratively in order to support a
culture of continuous improvement and to benefit from the Consultant’s
expertise as quickly as possible. The Consultant will work with a broad
variety of stakeholders including the development team, product managers,
and infrastructure/operations teams.
We are seeking a proven consultant who can assist our existing team’s
development processes, efficiency and performance through better
utilization of the Atlassian product suite.
REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
The Development Tools Administrator role has three major components:
software development support, collaboration and interaction with developers
and system administrators/DBAs, and development tool domain knowledge for
enterprise class multi-tier Web-based application development projects
(leaning toward JAVA and open source experiences). Candidates must display
excellence in all areas.
Proven experience working with the Atlassian product suite including a
broad understanding of the tools, available plug-ins and best practices.
Understanding of how to track agile development progress using Atlassian
product suite including methods for reporting, estimation and lifecycle
management.
Ability to assess what is working for the team and leverage current efforts
to improve use of Atlassian product suite.
Ability to configure and implement recommendations for use of Atlassian
product suite.
Deep understanding of IT development lifecycle processes including
development and testing and ways Atlassian product suite and improve
development lifecycle.
Superb written and oral communications skills, including the ability to
effectively interact with software developers, quality assurance engineers,
database administrators, system administrators, product managers, and
project leadership.
Ability to document processes and train team members.
Impeccable integrity. This project will have very high visibility and will
impact significant expenditures of public funds. Candidates must be
confident with their abilities to make correct decisions and the courage to
speak out when necessary.
Willingness and ability to effectively engage with people and organizations
on a continuous basis.
PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
Broad background in software development tools.
Experience working with agile development approaches.
Background and experience supporting software testing automation and
software quality assurance teams
Demonstrated experience configuring and managing code repositories, build
scripts, issue tracking systems with an emphasis on automation and
standardization.
Strong *nix system administration skills.
Knowledge of healthcare insurance principles and processes.
Medicaid eligibility system/business operations experience.
Medicaid Management Information System (MMIS) experience
Medicaid operations experience.
Public sector and/or academic environment experience is a plus.
Longer-term opportunities may exist for consultants who wish to become an
operational part of the project/team, responsibilities may include:
Managing Atlassian products on a day-to-day basis
Managing the code repository (branches), developing processes and
approaches/scripts for code builds, automated building, unit testing and
pushes to test and production environments.
Managing the issue tracking system.
Configuring development and test servers in collaboration with
infrastructure team.
Overseeing production deployments in collaboration with infrastructure team.
Providing leadership to the project team regarding development tool
use/implementation, training and automation in order to continuously
improve overall development process.
NOTE TO RECRUITERS
This is not a direct development position but a supporting position to
support the implementation of the JIRA framework for Clemson/SCDHHS
projects.
All candidates must have significant experience using the JIRA framework.
Vendors and candidates who add these terms to the resume for the purposes
of this position will not be competitive.
This position is focused on an individual to implement improvements to the
use of JIRA and train the team. The expected duration and budget is for 6
months.
Candidates who may want an extended engagement may be considered for
longer-term opportunities as a development tools administrator where the
skills in the preferred skills area would be required. Please note:
longer-term (greater than 1 year) positions would be at a significantly
reduced rate.
This position requires an individual who can both work independently and as
part of a team and requirements strong communications skills including
effective oral and written communication. If a vendor finds it necessary to
substantially revise a candidate’s resume or add additional or clarifying
information at the top of the candidate’s resume, then the resume is not
yet ready
