The Senior Project Management Specialist (PMS) directs, controls,
administers, and manages an enhancement or development of large
project(s).  The Project Management Specialist is the individual ultimately
responsible for projects.  The Project Management Specialist’s primary
responsibility is to drive the entire project/program from start to finish.
  The Project Management Specialist must ensure that the project/program is
completed on schedule and that the final product meets the business,
technical standards and policies.

This individual will support multiple types of projects (hardware,

Project Management:  Using approved project management  methodology

management, evaluation and assist with evaluation, negotiation and contract

RFP Development and Submission:  Utilize Commonwealth of Pennsylvania
procurement and Governor’s Office of Administration and Information
technology RFP procedures to develop an RFP that will be approved by the
Commissions for submission that will document the requirements for a
licensing system that will replace all existing system functionality as
well as documents all requested and approved enhancements.
Develop and document Commissions’ program requirements to meet business
specifications.
Conduct regularly scheduled meetings with subject matter experts, key
stakeholders and Commission Chief Counsels to ensure expected outcomes are
met.
Research, document and recommend best management practices from other
states for automated licensing systems that should be considered as
enhancements.
Document security requirements in accordance with Commission and
Commonwealth policies; as well as industrybest practices, especially as it
refers to system and data security.
Preparation of SLA's:  Prepare SLA's for inclusion in the subsequent RFP.
This includes license requirements, SLA's, security requirements and
contractual instruments. A SLA is a part of a service contract where the
level of service is formally defined. The Agency requires the vendor to
have experience in developing RFPs and SLAs for turn-key point-of-sale
business processes.   Works closely with the Commissions’ Office of Chief
Counsel in developing all SLAs.
RFP Evaluation Assistance:  Develop and maintain vendor response evaluation
metrics for the scoring of all qualified vendors.  Assist the Agency in
evaluating proposals submitted through the subsequent RFP process to insure
vendors meet all of mandatory RFP requirement as established by the
Commonwealth, Department of General Service and the Governor’s Office of
Administration/Office of Information Technology.
Assist with questions and answer compilation and response; vendor
demonstrations, proposal evaluation and contract negotiations.
Provide consultation to commissions on the scoring of vendors.
Provide consultation on negotiating with selected vendor and contract award

This includes developing detailed project plans, establishing milestones
and defining the resources required, and produce all required artifacts in
support of the PMLC phases.
Directs and oversees the Software Development Life Cycle (SDLC) which
encompasses establishing a logical process in developing information
systems, requirements and authentication which will result in the
production of a highly qualified system that meets or exceed expectations
within time and cost estimates, and works effectively and efficiently in
the current and planned Information Technology infrastructure.
Assist PMO with Methodology deployment and Process reengineering and
evaluation efforts
Leads status meetings, identifies project risks and mitigation strategies,
and communicates status and risk issues to stakeholders.
Interfaces with all levels of business and technical management staff and
project teams to facilitate problem resolution and the resolution of
competing priorities.
Performs project assessment, critical path, dependencies and impact
analysis and presents escalated issues and recommendations to executive
management.
Identifies, categorizes, mitigates, resolves and/or reports project issues.
 Meets regularly with other related areas to ensure that integration issues
are identified and resolved.   Tracks and maintains detailed issues and
risks lists, and prepares appropriate project meeting minutes and status
reports.
Monitors and manages team progress to ensure that project objectives are
met.  Reports team status to internal and external stakeholders.
Participates, when necessary, in the interview, requirement analysis and
design to the extent of serving as a Lead Business Analyst, Data Analyst
and/or Testing Analyst as the need arises.
Conducts scoping sessions and assists in the creation of work and proposal
statements. This may include providing technical approaches, tasks,
deliverables, work estimate, assumptions, dependencies, etc.
Work on developing business cases, technology sections of RFI, RFP and
perform discovery and feasibility studies on new projects under evaluation.
Partners closely with multiple business offices and
Work closely with Project Management Office. Maintains PMO and Enterprise
Project Management product awareness and conducts PMO/EPM team training and
knowledge transfer.
Mandatory Skill/Expertise
Project Management and Administration
PMI PMP Certification.
4 +  years  experience working and leading PMO functions.
4 + years Experience in the actual development and implementation of
systems.
