We're getting ORA-12154: TNS:could not resolve service name

I've checked the TNSNAMES.ORA and SQLNET.ORA and they seem OK.

WIN2K.  Using the MS Oracle ODBC driver (the Oracle ODBC driver is a no go).

Anyone have any experience with this?
