Executing the same query on 2 databases, but getting different output- the
column title. In all the databases its limited to the value of the row

in one database we've. All

Only this database has
cursor_sharing=force
in initSID.ora file.
This is a bug, you can check Metalink.

It is a bug related to cursor_sharing=force.
Try alter session set cursor_sharing=exact.
