We had a similar problem when installing the patchset for Oracle Client on
Windows. We ended up renaming each existing .dll (.dll.old) and continuing.
Worked fine.

be locked in memory if you just shutdown Oracle; try rebooting with all the
Oracle services disabled so that Oracle doesn't start up at all then run the
patch or (2) are the DLL's marked read-only? I know it sounds strange,
