Here in Canada I was told you can do it if you have a letter from your
employer stating that they are unable to provide you with the training you
require to stay up-to-date in your field.
I asked my previous manager if he could write me such a letter, he just
grinned and said: well, it should be

Nothing surprising. Oracle is so big that one head doesn't know what
