The only thing I know about ODBC drivers is that they seem to come
in two types - those that work and those that don't. When I've encountered
one that doesn't work, I've never been able to make it work. I have succeed
by finding other drivers until I get one that works. Sometimes
Oracle ODBC drivers are fine for SQLPLUS connections through the
TNSNames.ora. If the application needs to move forward and back through
the data returned then we found that you needed the MS ODBC drivers.
The drivers supplied with Oracle 8.1.7 work fine connecting to both
7.3.4 and 8.1.7 databas
There are free drivers from Oracle and Microsoft. They have different
behaviors. One will fail, under certain conditions, where the other will
not. Use the one that works for you. There is a third party driver that
works under all conditions but you have to pay for it. I don't remember

If the 8.1.7 database is UTF8 character set, that version of ODBC won't
work. Install the 8.1.7 client & odbc drivers.

In Control Panel, you should see an icon for an ODBC manager where you can add dns entries . You STILL will need to install Oracle client. Use the db alias name for the Service name i

Why not use 8i ODBC. I know that 8.1.5 installed on Win95. My guess is that 8.1.7 should too.
If it won't use the 8.1.5 drivers.
