Maybe a stupid question but this is bugging me.
In SQL*Plus I get a scrollbar sideways but can't use it even though there
is data to the right of the screen.
I looked at all the settings but can't find the setting to make it usable
8.1.6 8.1.7 Client on W2K

Change the buffer width in the environment panel.
That should do it.

I'm guessing you're using the sqlplusw client under windows.
If so, I've had the same problem.
In sqlplusw, go to the options menu and choose environment
Set the buffer width to 1000 and press ok.
This has solved it for me.
