It is DBA_SOURCE / ALL_SOURCE / USER_SOURCE. For example:
SELECT distinct OWNER, NAME FROM DBA_SOURCE;
lists all source-code related objects in the database (functions,
packages, procedures, types).
SELECT TEXT FROM DBA_SOURCE WHERE OWNER = 'SYS' and NAME = 'UTL_FILE'
ORDER BY LINE;
will give the source code for an object.
