Check that you have the right path for it. Also check that you have the
directory created - Oracle does not create one for you.

You have successfully install the software, but it fails during database creation.
Finish your installation without creating a database, and perform the following steps:
1. Run Database wizard to create a database.
2. At the end of the Database Wizard choose the option to have the files created
when we install oracle 8.1.6 on Windows NT
