I agree it would be nice! In fact I am writing a paper for security
focus at present about password features and profiles and the password
function and what can be done with it.
The paper includes a script that writes a password function and profile
based on answers to given by the use

'twould be nice if Oracle allowed a package for complete
control over the password. Doesn't seem to likely now though
with so many authentication alternatives.

You could do as you suggest and enforce all to lowercase or initcaps but
what is the point?, Oracle is not case sensitive for passwords even when
the password is set using quotes. See for example:
SQL> connect system/
: RE: passwords case sensitive
BTW if you put in double-quotes it just, just ,might work.
