You cannot issue a startup command as any user except internal or / as
sysdba. The password file has to be invoked before you can use it and it is
invoked on startup.

Try with a new copy of init.ora file. Get a sample copy of
init.ora file supplied from oracle, Just modify the minimal
things (db_name control_files) and try to start the instance
and open it. If you can do it, then verify your original
init.ora file properly.
