You would be getting the TNS protocol adapter error if the instance hasn't been
started -- it is configured to start as a service.

See if you've somehow got a CONNECT.BAT file in your path.
If you are executing C: connect internal,
you are probably executing CONNECT.BAT [or CONNECT.EXE
or CONNECT.COM]
