*Description: *

*The scope of duties for Business Analyst includes, but is not limited to,
the following:*



The consultant resource shall support the State Fund IT Business Analysis
team with developing the business requirements for application development
projects such as Quote and Purchase.

The consultant will provide professional services to support the long term
IT strategy and planning to include high level analysis, professional
reports and presentations, and mentoring, support and training.



State Fund, at their discretion, can utilize Consultant resource in any
capacity to meet the needs of State Fund.

Consultant resources may be assigned by State Fund to lead teams, work
independently, and work on teams lead by State Fund, Consultant resources
or, teams lead by other consulting firms.



*Responsibilities: *

*The tasks for the Business Analyst include, but are not limited to, the
following:*



·         Creates detailed Business Requirement Document (BRD) and
translate it into functional specifications.

·         Acts as the expert in all aspects of Business Analysis.

·         Performs feasibility analysis, scopes projects, and works with
the project management team to prioritize and schedule deliverables, and
negotiate on product functionalities.

·         Participates in Integration Testing, User Acceptance Testing
(UAT) and Functionality Testing.

·         Participates in proposal development including estimation and
client presentations.

·         Attends and contributes to project meetings.

·         Ensures that all project documentation is produced in the
standard format, that it follows internal documentation processes and is
reviewed and approved prior to delivery to State Fund.

·         Participates in problem and issue resolution.

·         Participates in mentoring and developing junior staff.

·         Promotes high quality, scalability, and timely completion of
project timelines.



*Required Technical Skills: *

·         10+ years of experience working as a Functional, Data or Business
Analyst.

·         5+ years’ experience in MS Word, Excel (Advanced), Visio,
PowerPoint, MS Project and Quality Center.

·         7+ years of customer interfacing experience – project oversight,
customer presentation.

·         Liaise with business and IT to ensure accurate business
requirements captured.

·         Work closely with project manager to clearly define requirements
scope and manage change requests.

·         Excellent communication skills (written and verbal).

·         Comfortable working in a flexible Agile development environment.

·         Working knowledge of Linux and Windows.

·         Business Process Management (BPM) and Business Rules Management
(BRM) experience is a plus.

·         Prior experience in the insurance industry is a plus.
