Job Classification: Business Analyst 3 BA3 – Division of Liquor Control



Interview Process: Candidates must be able to interview in person within 48
hour notice. No Skype or Phone interviews. Local Candidate are highly
preferred.

Agency Background: The Division of Liquor Control is responsible for
controlling the manufacture, distribution and sale of all alcoholic
beverages in Ohio. Spirituous liquor (intoxicating liquor containing more
than 21 percent alcohol by volume) is sold in Ohio through more than 460
private businesses, known as contract liquor agencies.



Our regulatory functions include the issuance of permits to the state’s
approximately 25,000 privately owned and operated manufacturers,
distributors and retailers of alcoholic beverages. The Division also
regulates industry compliance with the laws pertaining to the manufacture,
importation, and distribution of beer, wine and mixed beverages containing
21 percent or less alcohol by volume. The Division also registers more than
63,000 beer, wine and low-proof products for sale in Ohio.



*Overview:* The Division’s liquor retail sales exceeded one billion dollars
during fiscal year 2016.

The Division of Liquor Control Licensing Section processes approximately
24,000 liquor permits annually and has more than sixty types of liquor
permits. The processing of applications for liquor permits is performed
within a mainframe application using VSAM files for data storage (acronym
“CICS”) and a collection of applications for imaging/capture, document
generation, basic workflow management and data exchange with CICS, which is
known as LITS.



*Required Education and Experience*

• Bachelor’s degree in a communication or technical
discipline, or equivalent experience

• 5 Plus Years of previous technical experience and
knowledge of Microsoft Office Suite of Products.

• 5 plus years of experience using proper research for
gathering data requirements

• 5 plus years of experience with Microsoft Visio,
Excel

• 5 plus years ears experience in Lotus Notes and CICS

• Strong Knowledge of policies and procedures

   - Purpose of the Senior Business Analyst Contract
  - The 3 primary functions of the Business Analyst would be as follows:



Acts as lead worker (i.e., provide work direction & training) over
lower-level statisticians & statistics clerks. & computes

advanced statistics (i.e., computes estimates or checks accuracy of
computer-generated orders of liquor brand reports, estimates need of
product by applying estimating formulas based on generated reports;
evaluates quality of reports & estimates using sampling theory & formulas;
conducts multiple regression analysis to include selecting variables &
evaluation of results &/or conducts seasonal adjustment using
autoregressive integrated moving averages.



Evaluates reliability, validity & timeliness of statistical reports,
develops new sampling techniques & record keeping procedures, designs new
forms & tables to improve quality & usefulness of statistical analysis.
Writes correspondence & reports to present statistical information & to
respond to inquiries from supervisor & general public; computes basic &
moderately complex statistics as necessary in absence of lower-level
statisticians or as needed.



Assists lower level statistician in sorting & coding all new liquor items
into designated categories; analyzes & calculates data (i.e., delisted
items, added sizes, new items, post-offs, etc.); uses CICS & Lotus
applications to input & calculate prices; insures accuracy of prices &
coordinates with Management Information Systems Division in preparation of
pricing material.  Researches, analyzes & keeps statistics concerning
liquor sales & makes necessary changes to the computer file relating to the
data gathered; maintains workflow necessary to process all brand
changes/additions in a timely manner to insure proper pricing in the liquor
outlets & correct sales prices to customers; validates pricing material
sent out to all liquor outlets.  Establishes departmental policies &
procedures concerning pricing material for Agency Operations; responsible
for reviewing & analyzing programs for improved efficiency & cost savings
to the Division.

Ohio Department of Transportation is seeking a Business Analyst (3) for a
1040 hour contract.  Funding through 6/30/2016, with anticipated end date
at the end of the year.  Expected project length is a full year.

Project Description: Ellis project is the largest planning and development
tool in use at ODOT, and is critical for the delivery of a statewide
capital program of transportation projects for scope, schedule, and budget.
With Ellis being removed from the OAK Senterprise scope, Ellis maintenance
will remain an important project for multiple years and is already in
progress.



Minimum of 7 years' experience as a Business Analyst.

Candidate for this assignment will be working as a Senior/Lead Business
Analyst, working directly with ODOT staff.  Experience working with
business managers and end users in managing, facilitating, and leading
stakeholders in business meetings, JAD sessions, and other requirements
gathering.  Will be guiding teams through associate working sessions and
process meetings (candidate will be working closely with a technical
Project Manager as well as 1 team member from the QA team).  Strong
communication skills needed, as well as strong business writing skills.

Must be able to analyze business requirements and specifications for
complex projects.

Job duties will include: requirements gathering, analysis, documentation
and data collection as well as use cases. Ability to and proven work
history in producing Functional Requirements documents, process maps, and
data flow maps.

Ability to successfully translate business requirements into technical
specifications for developers.  Working knowledge of JAVA would be helpful
as well, as the developers working on this team code in JAVA for Ellis.

Able to work with the Quality Assurance area to help support the project
testing effort.

Ideal candidate would have construction or engineering background, or other
related field.

Past work experience as a Business Analyst working with IT Project Managers
ideal.  QA experience would be a plus.

Bachelor’s degree preferred (relevant work experience accepted)
