We currently have an exciting open temp to perm position available as a
PeopleSoft Technical Lead in Harrisburg, PA. This role is responsible for
directing development resources in the build or modification of *Enterprise
Commercial System Support* using *PeopleSoft Financials and/or PeopleSoft
HCM*.  You will ensure standards and procedures are being followed to
support, maintain and document applications.  Provide leadership and
planning for development resources.  This role will be responsible for the
accomplishing of the design and production implementation.



*ESSENTIAL DUTIES & RESPONSIBILITIES *

*Implementation Management (30%)*

·         Create development project plan for development resources

·         Produce, publish and maintain Build documentation artifacts
adhering to department protocol

·         Write technical specifications for development resources, or
provide specific direction to development resources that will enable them
to write effective and efficient solution.

·         Define and delegate  work to the developers

·         Coordinate and document code reviews

·         Coordinate with Networking and Server Administrators to prepare
non-production and production environments for new or enhanced applications

·         Communicate implementation plan and design effectively both
verbally and in writing to the development team members.



*Technical & Process Expertise (20%)*

   - Maintain product expertise and technical knowledge in* PeopleSoft,
   DB2/UNIX, Advanced Interactive Executive (AIX), Windows, and LINUX*
   - Provide *PeopleSoft *technical direction for emerging technologies and
   architectural changes to existing “in-house” technologies.
   - Lead the planning and coordination of PeopleSoft application and tools
   software installations and upgrades, patches, hot fixes, or maintenance to
   several commercial software products operating in a multiple platform
   environment, including but not limited to Advanced Interactive Executive
   (AIX), Windows, and LINUX.
   - Collaborate with vendors, system administrators, developers and other
   departments within client to support and complete a variety of tasks (e.g.
   design system configurations, support complicated client workstation
   issues, integrate systems with ECSS, produce high quality deliverables,
   correct system problems and etc.) across various test and production
   systems that are the most complex.
   - Plan and implement the most complex third party software
   installations, or maintenance in a UNIX/DB2 or Windows/SQL server client
   server environment.
   - Evaluate and provide guidance on scheduled upgrades to existing
   technologies.
   - Provide technical expertise and guidance for development team
   - Maintain inventory and documentation of solutions
   - Identify and maintain inventory of external system dependencies
   - Make recommendations to improve the development process / procedures
   - Participate in the review, setup and support of new application
   development projects/environments.
   - Make recommendations to improve toolsets available to the development
   team
   - Directly responsible for team development and deployment process and
   standards
   - Provide mentoring to the developers.
   - May sit on/or participate in industry specific user groups/or
   committees.
   - Required to stay current in industry specific knowledge.



*Planning (10%)*

·         Provide high level sizing estimates for business value
assessments and product road mapping

·         Prepare work assignments for Developers

·         Develop project task lists and estimates for detailed work
scheduling



*Design Support(20%)*

·         Collaborate with architects and designers on system and
application design.

·         Collaborate with requirement analysts on system and application
requirements.

·         Collaborate with the architect and data modeler on database
design.

·         Work closely with architect to ensure best practices, performance
and proper design are adhered to for specific *Application Designer,
PeopleCode, Application Engine, Application Package, and/or Structured
Query Report projects*.

·         Improve and monitor performance and plan for future expansion(s).

·         Plan, coordinate and implement security measures using Security
Technical Implementation Guide (STIG’s) methodology.

·         Provide an architectural framework for development, maintenance,
and enhancement efforts for specific commercial applications.

·         Understand the interactions between systems, applications and
services within the environment and evaluate the impact of changes or
additions to meet client needs most effectively.

·         Prepare high-level design presentations to achieve buy-in with
teams that have conflicting priorities.

·         Troubleshoot the most complex system and application issues,
finding root cause and develop resolutions.

·         Participate in design reviews to provide alternative approaches,
design efficiencies and submit realistic expectations for timelines.



*Testing (10%)*

·         Conduct system testing prior to code going to Quality Assurance
Testing

·         Support Quality testing and defect resolution

·         Coordinate and support Stress Testing

·         Coordinate and support Security Scan Testing



*On Call Support (5%)*

·         Provide on call support in support of application and system
availability

·         Assist in troubleshooting and resolving technical issues causing
the unavailability of applications for users

·         Document the cause and resolution of outages in the System Info
databases



*NON-ESSENTIAL DUTIES & RESPONSIBILITIES*

   - Perform any other duties and/or tasks that may be assigned to him/her
   on an as needed basis.



*QUALIFICATIONS*

*EDUCATION& EXPERIENCE*: Bachelor's degree computer science and six years
of programming/system architecture or technical project lead experience or
an equivalent combination of experience and training/ certification.

·         Knowledge and experience with PeopleSoft Financials and
PeopleSoft HCM, preferably through Version 9.1 and PeopleTools 8.50.22 or
higher

·         Design/development skill using PeopleSoft proprietary toolset
including, but not limited to Application Designer, Application Engine,
Component Interface, Integration Broker, PeopleCode (including Application
Packages), Query Manager, and Upgrade Assistant

·         Plan and implement the most complex third party software
installations, or maintenance in a UNIX/DB2 or Windows/SQL server client
server environment.

·         Improve and monitor performance and plan for future expansion(s).

·         Create and maintain application UML models and detailed technical
design documents from which developers build applications.

·         Understand the interactions between systems, applications and
services within the environment and evaluate the impact of changes or
additions to meet client needs most effectively.

   - Identify and communicate common design components or candidates for
   enterprise domain and services

·         Maintain published design documentation

·         Extensive research (e.g. trouble shoot issues, perform upgrades,
remain current on new technology, and Tier 3 support) using internet,
vendors, and coworkers.

·         Search application and database logs to debug applications, email
flow, database corruption, and database performance issues

·         Proficient with Relational Databases and query languages

·         Working knowledge of Software Development Tools and Programming
Languages

·         Demonstrated Strong interpersonal, negotiating, and
problem-solving skills

·         Understanding of software development practices and concepts

·         Must be able to work with common web technology and MS-Office
file formats

·         Proficient with OO concepts and how they apply to design and
architecture

·         Working knowledge of DB2 and SQL concepts.

·         Working knowledge of XML/XSLT

·         Working knowledge of source code management tools such as cvs,
subversion and archiva

·         *Preferred qualifications:*  Working knowledge and understanding
of the student financial aid industry
