With regards to review and appeals - it all depends on trust.

If you trust the government and future governments to respect that
review process, then on a technical level you may view this as a
sensible approach.

If you assume - as I think most of us do - the government may be
considered a hostile actor from a threat modelling perspective then
it's not a very useful component in the bill from a threat
minimisation perspective.
