I maintain a few Facebook groups and it's something I deal with frequently. As
Emily and Alan suggested, I would set up your group so that people have to
answer three questions before they are approved. It's definitely more of a
captcha-type, prove-you're-not-a-bot exercise,

One tool that we use for Portland Intown Contra Dance's Facebook group is
"Membership Questions" that pop up when someone requests membership in our
group. Asking people to answer 3 questions and select that they agree with
the group rules helps make the decision to approve someone or not. I
Hmmm, I don’t know FB well enough to know the answer to this, but is it not
possible for someone to follow without “joining” which I assume means being
able to post, or to offer posts that are filtered until trusted? I know Google
Groups can do this.
