It seems like OSGeo4W is made out of several heterogenous compilers. I'm
surprised there is so little (not a single ?) runtime library
incompatibility hell...
oh dll hell has shown it's face around here alright. :)

TinyOWS is a small and fast WFS-T server. What do you think about
adding it to OSGeo4W? GIS-Lab community is available to maintain
this package

Hi Frank,
all necessary dependencies already available in OSGeo4W:
apache, fastcgi, iconv, libxml2 and regex.
Also user should have postgresql with postgis-enabled database
to store spatial data.

Ok. download.osgeo.org is available again.
I can't get in. I reset my password via https://www.osgeo.org/user and
then tried connect with WinSCP to upload.osgeo.org. I kept getting
access denied messages. Next I tried to connect with cygwin ssh in order
capture more messages and now, like

Unfortunately I couldn't get the python package from your mirror. So for now
we have an identical second repository.
I uploaded python2.7 package to the testing repostory, regenerated the
ini and installed successfully with apt. I'll try and carve some time
out this afternoon to test with

Extracting and repacking it with the tar on upload.osgeo.org fixed it.

and #209. The cure for apt was to just not specify the archive type. Not
sure what Frank/Jef did to fix setup.exe.
