Perhaps the framework should be able to be configured to have a
Service-Component header to allow framework extensions to have service
components. Or maybe we can just have the system bundle

How do I do that? That's effectively what I want. But there doesn't
appear to be any way for the extension to actually execute in
order to register anything. So the old fashion way is out right now.
