Authorities looking for 11 Egyptian students in U.S.
By MARK SHERMAN Associated Press Writer
WASHINGTON
Eleven Egyptian students who arrived in the United States last month are
being sought by U.S. authorities after failing to turn up for a monthlong
exchange program in the Western State of Montana.

The Egyptian men were among 17 students who arrived at John F. Kennedy
International Airport in New York from Cairo on July 29 with valid visas,
according to U.S. authorities and university officials.

The other six have arrived at the Bozeman, Montana, campus of Montana State
University for a monthlong program on U.S. history and culture and English
language instruction, university spokeswoman Cathy Conover said.

When the 11 had not turned up by the end of last week, the FBI issued a
lookout to state and local law enforcers, FBI Special Agent Richard Kolko
said.

"At this point all they have done is not show up for a scheduled academic
program," Kolko said. "There is no threat associated with these men."

They are 18 to 22 years old, said a law enforcement official who spoke on
condition of anonymity because the search for the men is continuing.

U.S. Immigration and Customs Enforcement would not disclose their names.

The government probably will seek to send the students home once located
because they have violated terms of their visas, the official said.

The government tightened the student visa process after the Sept. 11, 2001,
terror attacks when it learned that four of the hijackers had entered the
country on foreign student visas.

Montana State has tried repeatedly to contact the students, Conover said,
including sending e-mails. When that failed, the school notified Homeland
Security officials and registered the Egyptians as "no-shows" in the system
developed after Sept. 11 to track foreign students, Conover said.

They were participating in an exchange program Montana State arranged with
Mansoura University in Mansoura, Egypt.

"We hope this doesn't cast doubt on this program because we think it's
important to have international students on our campus and in our
community," Conover said.

The principle of "Fair Use" was established as law by Section 107 of The
Copyright Act of 1976. "Fair Use" legally eliminates the need to obtain
permission or pay royalties for the use of previously copyrighted materials
if the purposes of display include "criticism, comment, news reporting,
teaching, scholarship, and research." Section 107 establishes four criteria
for determining whether the use of a work in any particular case qualifies
as a "fair use". A work used does not necessarily have to satisfy all four
criteria to qualify as an instance of "fair use". Rather, "fair use" is
determined by the overall extent to which the cited work does or does not
substantially satisfy the criteria in their totality. If you wish to use
copyrighted material for purposes of your own that go beyond 'fair use,' you
must obtain permission from the copyright owner. For more information go to:
