01. ULFA owns up responsibility for serial blasts GUWAHATI Banned terror outfit ULFA has claimed responsibility for Wednesday's serial blasts in Assam that left one person dead and six others injured. A person, identifying himself to be Paresh Barua, the self-styled commander-in-chief of the outfit told a leading English daily last night over phone that "We own up the responsibility for all the blasts." The statement assumes significance as ULFA along with Kamtapur Liberation Organisation, Manipur Peoples Liberation Front and Tripura Peoples Democratic Front have called for a 'general strike' and boycott of Republic Day function. Security have been put on maximum alert following the boycott call and guards have been posted in and around vital installations as the militants often target them. The police said the ULFA still has bases in neighbouring Myanmar though there are reports of army action against them in that country. ULFA trigger explosion in pipeline GUWAHATI ULFA has blown up a pipeline of the Oil India Limited (OIL) in Assam's Dibrugarh district despite beefed up security in view of the Republic Day boycott called by the banned outfit. The militants detonated a powerful bomb and blew up the 'dead' pipeline at Sarupathar Bongaligaon under Chhabua police station late last night, police said today. As the pipeline was not operational and declared 'dead' there was no oil spillage but one of the pipes was totally damaged, company sources said. The police are at the spot and are investigating into the blast, which comes in the heels of the series of explosions by the banned outfit on Wednesday that claimed one life and left six injured. AGP calls for boycott of R-day functions GUWAHATI Opposition Asom Gana Parishad has called for boycott of all official Republic Day functions to protest what it alleged the 'miserable' failure of the state government to protect the lives of innocent people. Thirteen children had died in a bomb blast at Dhemaji during an Independence Day programme last year and there was no guarantee that the same will not be repeated this time, AGP general secretary Dilip Kumar Saikia said here. He accused the government of not taking any action against the ministers who were allegedly maintaining links with the militant outfits. Saikia has also sent a letter to Congress President Sonia Gandhi seeking action against two senior cabinet ministers in the Tarun Gogoi government, "who were maintaining links with the ultras but got protection from the chief minister." ULFA owns up serial blasts By A Staff Reporter GUWAHATI, Jan 20 – The banned ULFA today owned up responsibility for the serial blasts in different parts of the State yesterday, which left a person dead and six others injured. A person identifying himself to be Paresh Baruah, the self-styled commander-in-chief of the outfit, told The Assam Tribune over telephone that all the five blasts that took place yesterday were triggered by the ULFA. “We own up the responsibility for all the blasts,” he said, adding that it was a mark of protest against the “colonial rule by India’s occupation forces in Assam.” Blasts occurred at Jonai, Mangaldoi, Nazira, Garhmur and Chagaliya yesterday. It may be mentioned that indulging in violent acts, especially triggering blasts, by the ULFA has become commonplace in the run-up to the Republic Day and Independence Day celebrations. Yesterday’s blasts marked the first pre-Republic day terror strikes by the outfit, and with less than a week remaining for the Republic Day, the State is likely to go through the ordeal of a spurt in blasts yet again. The blasts, taking place even as the State was put under a security blanket in view of the approaching Republic Day, is indicative of the fact that the ULFA is still capable of carrying out violent acts – notwithstanding the claims by the police and the Army that the outfit is devoid of firepower and totally lacking in morale. Also of significance is the fact that two of the blasts occurred at police stations at Jonai and Mangaldoi. Of late the ULFA has developed a knack of targeting police stations. Police stations at Hatigaon, within a stone’s throw from the high-security capital complex at Dispur, and at Chabua came under grenade attacks by the outfit hardly two months back. The attack at Hatigaon had left two policemen dead. Yesterday’s attacks reflect poorly on the State Government’s preparedness to deal with the outfit’s terror acts on the eve of the Republic Day. ULFA, three other outfits call for Republic Day boycott: Guwahati, Jan 20 : The ULFA and three other extremist organisation of the North Eastern region today called for a "general strike" and "boycott" of Republic Day celebration. In a joint statement faxed here, the ULFA, Manipur Peoples Liberation Front (MPLF), Kamtapur Liberation Organisation (KLO) and the Tripura Peoples Democratic Front (TPDF), called for the boycott of the R-Day celebration in support of their demand for self rule. "There has been sugar coated offer of peace talks recently from the central government but nowhere it has been mentioned about our demand for sovereignty", the statement said. Resolving that their demand for sovereignty was the "main issue", the four outfits alleged that their "divide and rule policy of the central government had paid dividends only because of our weaknesses". "Invitation for talks does not hold any meaning as there is no official acceptance on our demand for sovereignty", it said. ULFA planning major strikes: Guwahati, Jan 20 : The banned insurgent outfit ULFA is planning major strikes on Republic Day eve which has forced the Assam administration to sound red alert throughout the state, according to intelligence sources. They said a six-member group of ULFA's "28th battallion" had entered the state through Myanmar to engage in subversive activities thorughout the state, particularly in upper Assam. In the past week, the ULFA had set off two bomb blasts including an attack on a electricity transmission tower last night in Jorhat. The sources claimed the six-member gang entered the state through Majuli and was planning to strike in Jorhat constituency. As a result of yesterday's blast, Jorhat district was plunged into darkeness and there was no power or water for the citizens. When contacted, Assam State Electricity Board (ASEB) sources said it would take time to repair the damaged transmission tower and there was every possibility that the district would remain cut off for power in the next week. Elsewhere in the state, security forces were put on red alert considering the increasing number of attacks by the ULFA particularly on the eve of R-day. ULFA still has bases in Myanmar By A Staff Reporter GUWAHATI, Jan 20 – Though there were reports of Myanmar Army operations against the militants holed up in the country, Police sources said here that the United Liberation Front of Asom (ULFA) still has its bases in the neighbouring country. Police said that the outfit still launches most of its operations in the upper Assam districts from the bases in Myanmar as the 28 battalion of the outfit is based in the neighbouring country. Sources pointed out that after the Bhutan Army operations against the militants taking shelter in that country, there was a mass exodus of militants from that country but no such movement of the militants was noticed after reports of operations in Myanmar. Referring to recent acts of violence by the ULFA militants in different parts of the State, police said that there were some movements of the militants in the upper Assam districts as it is not possible to completely guard the Assam-Arunachal Pradesh border because of the terrain. It may be mentioned here that there were demands from the Government of Assam for better coordination between the police forces of the region to deal with the situation but as that has not been done so far, the militants are taking shelter in the neighbouring states. Police said that the ULFA still has strong bases in Arunachal Pradesh and they retreat to the safe hideouts after committing a crime in the upper Assam districts. Of course, police and security agencies are not sure whether the outfit has camps in Arunachal Pradesh but “it is a fact that the ULFA have its bases in the neighbouring State.” Though security measures have been intensified in view of the intelligence reports of ULFA’s attempts to create disturbance in the State before the Republic Day celebrations, police admits that it is not possible to check each and every person to completely check sabotage attempts. Moreover, withdrawal of Central Reserve Police Force (CRPF) personnel from upper Assam districts complicated matters for the security agencies. Sources revealed that CRPF companies have been withdrawn from Assam to be posted in Bihar for the Assembly elections in that State and recently three companies of the central forces have been withdrawn from Tinsukia district, which is surrounded by Arunachal Pradesh from three sides and the dense forests in the bordering areas make it easy for the militants to sneak into Assam. http://assamtribune.com/ [NAGALAND] 21/01/2005 08. No solution without integration of Naga areas: NSCN Dimapur In what could worry the Centre, Issac-Muivah group of National Socialist Council of Nagalim (NSCN-IM) today made it amply clear that no permanent and honourable`solution can be hammered out to the decades-old political conflict without bringing all Naga-inhabited areas of North-east. Addressing the opening session of the crucial two-day consultative meet on Naga issue at NSCN(I-M) headquarters Camp Hebron, the outfit's chairman Issac Chishi Swu asserted that "unless the Nagas aspiration for unification of all Naga inhabited areas is fully realised no negotiated settlement with the Government of India is possible." "Nagas will accept only a negotiated settlement because we cannot accept the imposition of other's will on us and forced occupation of our country. For Nagas to have dignity and respect, it is essential that our aspirations for all Naga areas be united is fully realized," he said. Asserting that Nagas demand for integration is a legitimate one as they were divided without their consent by the Britishers and Indians, NSCN (I-M) general secretary Th Muivah said it was up to the Government of India how it works out the unification of the Naga-inhabited areas. The NSCN (I-M) has been pressing for inclusion of Naga-dominated areas of Manipur which had triggered widespread violent protests in the neighbouring state last year. Assuring the neigbours that their rights would not be impinged on, Issac Swu said the "Nagas would not take anything that belongs to others, and more importantly Nagas are not going to disturb the right of our neighbours who want to determine their own destiny." IM doors open to neighbours Source: The Sangai Express Dimapur, January 20 (NNN): NSCN-IM chairman Isak Chisi Swu and its general secretary Th Muivah today consulted Naga leaders and intellectuals on the ongoing Naga peace talks at the 4th Naga Peoples? Consultative Meeting. Addressing the gathering, Muivah said, "the NSCN welcomes the Meiteis, Dimasas, Kukis, Hmars and Karbis if they want to live together with the Nagas". "We welcome the Meitei brothers, Kuki brothers, Dimasa brothers, Hmar brothers, Karbi brothers if they want to live together with us," said Muivah. Muivah prior to the consultation session told the Nagas gathering at the NSCN-IM camp Hebron that the NSCN-IM would not accept anything less than sovereignty. The NSCN-IM general secretary said that if the Government of India says it could not give sovereignty to the Nagas then cease-fire would break down and the NSCN-IM would go its way. "If the Government of India says that the Nagas would not have sovereignty then we would tell them (GoI) to go their way and we our way," said Muivah. The hard talking Muivah also told the gathering Nagas that the time for the Nagas had come for serious deliberation on the Naga issue. "Naga people, this is your time to deliberate the fate of your Nation," said he. Throughout his speech Muivah was emotional while asking the Nagas to be more serious on the ongoing Naga peace talks. He asked the Nagas to realise their past mistakes and correct themselves and said that failing to realise their mistakes would amount to pulling down the Nagas to the zero level again. Muivah also acknowledged that NNC founder AZ Phizo had done a lot for the Nagas and added that today because of NNC and Phizo the NSCN had come up to the present status. However Muivah said that Shillong Accord had betrayed the Nagas for which he himself alongwith Isak Swu and others had formed the NSCN. "Shillong Accord painted the Naga problem as a law and order problem but the Naga problem is a political one," said Muivah. Muivah said that the Government of India had told in the past dialogues that it (GoI) recognises the Naga history. "Now it is time for you Nagas to interpret the term. How do you interpret that thing - recognises the Naga history", asked Muivah to the crowd. On the unification of the Naga areas Th. Muivah said that it was by "others" who divided the Nagas and not by the Nagas so Nagas have the legitimate rights to live together as brothers and sisters. Earlier, Isak Chisi Swu deliberated on the Naga political history. About ten thousand Naga leaders from Assam, Manipur, Arunachal Pradesh and of course from Nagaland participated in today?s meeting. NE UGs join hands to boycott R-Day Source: The Sangai Express Imphal, January 20: While acknowledging that sharp polarisation is taking place in the armed struggle of the region, four underground organisations of the North East region today announced boycott of Republic Day celebration of the Indian Union. To make the boycott call effective, a general strike has also been imposed on January 26 throughout the region from 1 am till 6 pm, said a ?solidarity statement?. Highlighting that it is the Indian Constitution which is claimed to be the constitutional basis of ?Indian colonial rule? in the region the four outfits - Kamotapur Liberation Organisation, Manipur People?s Liberation Front, Tripura People?s Democratic Front and United Liberation Front of Asom observed the Constitution should be rejected. Regarding the polarisation in the armed struggle, the statement said at one pole is the ?host of ethnic-exclusive organisations who have entered into ?ceasefire agreements? and/or ?peace talks? with India. And at the other pole stands the revolutionary organisations of historical States of Assam, Kamotapur, Manipur and Tripura who are holding fast to their guns to continue the liberation struggle until sovereignty and independence is achieved. This polarisation was bound to emerge given the ideologies of ethnic-based struggles which fit well within the Indian State structure and becomes handy tool for ?divide and destroy? game of Indian colonial policies, the joint statement observed. It further stated that inspite of India advocating ?peace talks? from the highest level so far no open and official acceptance of the necessity to include the issue of sovereignty and independence on the agency for talks had been announced. In contrast, the Indian Union has accelerated military effort to suppress the movement using draconian laws like the Armed forces? special Powers Act in the States of Assam, Manipur and Tripura and implementing the repressive policy under a Unified Command Structure in every State of the region. This only shows India?s arrogant refusal to respect the human dignity of people of the region, added the statement. Describing the ?ceasefire? and ?peace talks? as sugar coated offers intent on deceiving the regional masses, the outfits admitted so far the Indian policy of ?divide and destroy? has paid dividends which is mainly caused not through strength of India but due to ?our own? weaknesses.
