01. Asom Sena a historical mistake : AAMSU

GUWAHATI, Jan 13 – The All Assam Minorities Students’ Union
(AAMSU) has lashed out against the recent decision of the All Assam
Students’ Union (AASU) to raise an Asom Sena. It has described the
move as a “historic mistake”. Addressing a press conference in
the city today, AAMSU president Nozir Uddin Ahmed said that the
decision to raise the Asom Sena is an “emotional and
self-destructive” one. “The militant action of the AASU is a
threat to democracy,” he said. He said that by taking the decision
to raise the Sena, the AASU has unwittingly become part of a greater
conspiracy to bring about the destruction of the state.

The AAMSU’s strong reaction to the AASU move was evolved and given
shape during its executive committee meeting held in the city
yesterday. Describing the decision as “unfortunate”, the AAMSU
wondered why the State Government is remaining silent when the AASU
is trying to usurp the authority of the State.

Ahmed said that it is the whimsical actions, like this, of the AASU
that the greater Assamese society is fractured today. He said that it
is because of the failure of the AASU to reflect the interests of all
the ethnic groups of the state that several of the groups have
created their own parties and organisations. People of all ethnig
groups and communities in the state supported the AASU, till
recently. Today, it does not enjoy the confidence of any group, he
stated.

Ahmed said that the fear and doubts raised by the formation of the
Asom Sena has already found expression in the decision of the Koch
Rajbongshi community to raise a Chilarai Sena. If the trend
continues, Assam could turn into a battlefield of Senas, he said. It
could all culminate in a virtual civil war. It is very much possible
that the minorities raise their own Sena, though such a decision has
not been taken so far, he stated.

The AAMSU leadership accused the Congress Government in the state of
silently watching the developments. Asking the government to come out
with its stand over the issue, Ahmed said that government inaction
has allowed the AASU to create the Sena. The Asom Sena would further
divide the people of the state and prevent the realisation of a
greater Assamese community, he said. The AASU should also make clear
the motive behind Asom Sena, Ahmed demanded.

The AAMSU has also demanded that the imbroglio over the estimated
3.7-lakh “D” (doubtful) category voters in the state be resolved
before the next Assembly elections. Describing it as an obstacle to
the democratic process, Ahmed said that measures should be taken
immediately to go into individual cases. While those that are
confirmed foreigners should be deported, the others should be allowed
to exercise their franchise. “The issue should not be kept
hanging,” he asserted. There are about 1.8 lakh Muslims who are
listed in this category.

Speaking on the occasion AAMSU working president Abdul Aziz said that
people belonging to the minority community are being unnecessarily
harassed in the state on suspicion of their being foreigners. He said
that the community has no inclination to encourage infiltration since
local resources, particularly land, is already short. He pointed out
that the AAMSU has long been demanding the updating of the National
Register of Citizens (NRC) keeping 1971 as the cut off year and the
issue of identity cards to settle the issue once for all.
Indo-Bangladesh border should be sealed properly he said, adding that
the border is still easily breached.

The AAMSU has demanded that the State Government take immediate steps
to rehabilitate the victims of the 1993-94 ethnic riots in the state
who are still languishing in refugee camps in Kokrajhar and
Bongaigaon districts. It has warned that it would stage
demonstrations in New Delhi to draw attention to this issue.

Apart from demanding proper representation for minorities in
government jobs in the state, the AAMSU has also staked claim on 30
percent reservation for minorities in the “C” and “D”
category posts in the railways.

Meanwhile, the AAMSU will celebrate its silver jubilee this year with
a two-day schedule of programmes in the city on March 30 and 31. The
celebrations will culminate with the holding of a mass convention in
the city where some of the top political leaders of the country would
also be invited, Ahmed said. Among those expected to attend are West
Bengal Chief Minister Buddhadev Bhattacharjee and Uttar Pradesh Chief
Minister Mulayam Singh Yadav.

02. Jorhat security reviewed

JORHAT, Jan 13 – A high-level police officials’ meeting held at
the Sadar PS here today reviewed the security scenario of the
district in the backdrop of yesterday’s Kachori Gali blast
suspected to be engineered by ULFA extremists. However, no one has
been arrested till the time of filing this report, though vigilance
was obviously intensified. Though police and bomb experts suspect
detonation of a time device concealed in a bicycle, no clue as such
has been found. Meanwhile, four among those injured, including a girl
child and her mother who sustained major burn injuries and were
shifted to the IAF hospital at Rowriah, were reportedly out of
danger, though still serious, the SP informed.

Union Minister of State for Defence and Parliamentary Affairs
Minister Bijoy Krishna Handique was also among those who visited the
blast site today and also personally took stock of the victims’
condition.

Meanwhile, terming recent media reports that Army may be deployed for
anti-insurgency operations in Jorhat district as speculation as of
now, the Union Minister today opined that police personnel were
playing an ‘active’ and ‘effective’ role in Jorhat and
Sivasagar districts.

Talking to this newspaper over phone, he clarified that, ‘the State
Government could seek Army help anytime it felt necessary, though no
decision on the matter has been finalised.’

03. Infiltration down after fencing of border: Army chief

Asserting that fencing of the border and the Line of Control (LoC)
had led to “almost complete” stoppage of infiltration in Jammu
and Kashmir, Army Chief N C Vij today said the successful operations
against northeastern militants on the Indo-Bhutan border had also
borne fruit.

"Our biggest achievement this year has been fencing of 700 kms in J
and K by our army in a record time of 12 months even while facing all
kinds of difficulties. I commend the men, officers and commanders of
the Northern Command who completed this arduous task despite the
threat of cross-border terrorism," Gen Vij said in his address at the
Army Day Parade in New Delhi.

Due to this and "despite all attempts by the terrorists, today
infiltration has been almost completely stopped. This has given the
nation a very big psychological advantage and the situation in J and
K is progressing towards peace." On the situation in the Northeast,
Vij said the joint Indo-Bhutanese army operations last year was "very
successful" which led to controlling of the terrorist menace to a
great extent.

He said the situations in Nagaland and Manipur were also improving
fast and "positive changes" are taking place in the overall situation
in the Northeastern region.

04. NSCN not involved

IMPHAL, Jan 14: The NSCN(IM) deputy kilonser for information and
publicity, K Chawang, has asserted that the NSCN(IM) was in no way
connected to the assassination of the chief of the Kuki National
Army, Vipin Haokip.

The NSCN(IM) deputy kilonser, speaking over the telephone from
Dimapur, said the group strongly condemned the attempts to drag in
its name in the incident, and the reports appearing in this regard in
the Imphal media.

05. Still at the receiving end

If we are to specifically mention about one particular group of
people who really work hard, are dedicated, concerned and think about
Manipur, undoubtedly it is the driving community. In a landlocked
state like Manipur where possibility of making rail line connection
is still a distant dream (Even though the foundation stone for
Jiribam-Tupul rail line had been laid, a rail-link to Imphal remains
years in the future), roads handle all sorts of transportations and
this trend is expected to continue on the same lines for a couple of
decades or so. With almost everything which are ferried or imported
into the state solely depending upon road communications, the role
being taken by the drivers in ferrying goods, passengers or petroleum
products is unlimited and highly commendable. However, drivers are
one particular community who have been most harassed, targeted and
discriminated against by security personnels and government officials
on roads and highways on one hand and the underground elements and
gangs and 
looters on the other.

Apart from undergoing harassments and tortures particularly by
undergrounds elements and gangs and looters, a sizeable number of
drivers and handymen have even lost their valuable lives.

As people of Manipur continue to depend upon the existing two
national highways which connects to the rest of the country, life
becomes almost standstill when drivers stop their services of
ferrying goods even for a few days. The impact that such protests
gives to the Manipur society is very much effective, enormous and
immediately felt. Consequently, the people and the society begin to
recognize their enormous services and so do the government officials
on duty along the highways and underground elements and others. As
such the services of the driving community is just beginning to get
recognized and being treated as heart and soul of the society.

It may be recalled that the driving community of the state, after
having borne frequent harassment, tortures and unfair treatments
being given to them from different quarters for years together,
finally had enough, and rose up as one and staged a massive rally in
Imphal on January 14, 1990. The protest was followed by seven days
conditioning protest at Old Air Field, Koirengei in which almost
entire fleet of heavy vehicles ferrying goods as well as passengers
in and outside the state took part and suspended commercial
operations. Since then the drivers in the state, recalling the
significant protest, have been observing the day as ‘Drivers
day’, every year and there is no exception this year too. Taking
opportunity of this auspicious occasion, it will be worthwhile to
recall the year 1990, 1994, 1998, 2000 and 2001 in which some of the
worst incidents of harassment and tortures on drivers and handymen
have occurred. The Jubza (Nagaland) incident of 1994, in which a
handymen was brutally killed by unknown 
gunmen, the incidents that occurred at Chakumei, Mao and Lairou
respectively in 1998, 2000 and 2001 in which several petroleum
tankers were burnt down by suspected underground elements, still
terrify the driving community. Although there has been some sort of
recognition, understanding amongst general public regarding the
services being rendered by the driving community to people and to the
society, drivers still continue to remain at the receiving end when
something unfortunate incidents happens in this part of the
insurgency affected land where kidnapping, killings and subsequent
bandhs and blockades are frequent.

06. "Nagas have never struggled for integration but sovereignty":

Kohima, January 14 (NEPS): The National Socialist Council of Nagaland
(Khaplang) said, "The people of the north-eastern region should
clearly know that the Nagas have been struggling for sovereignty and
it will not be a threat to their integrity and political ideologies".

Talking to NEPS here over phone from Nagaland's Mon district today,
Kughalu Mulatonu, NSCN (K) Kilonser(Minister), explained that the
Nagas had been fighting for sovereignty and for which ceasefire
agreements were entered into with the Government of India for having
a political dialogue.

"Because the Naga issue is political and sovereignty is a political
issue, whereas this demand of Naga integration is for social and
emotional ones," the NSCN (K) leader explained adding, "The Nagas
have never struggled for 'integration' but 'sovereignty' and this was
clear in the records of the British-India Government and the British
Government in London through a memorandum submitted by Naga leaders
as early as in 1929".

Lamenting that the Naga NGOS had failed to understand whether the
Nagas had been fighting for "integration" or for "sovereignty," the
NSCN (K) leader said the NSCN (IM) collective leadership's coming to
Nagaland from Bangkok via Delhi and asking "views and opinions" of
the Naga people was nothing but trying make the "Naga NGOs" a
"scapegoat".

The NSCN (IM) leaderships had been holding political talks with the
Government of India over the years without letting the Naga people
know what was the basis and substance of their talks.

And after almost collapsing the process with the Government of India,
they are now coming to Nagaland to seek their "views and opinions."
"It is something ridiculous," Mulatonu said asking, "How can you
carry on talks which are going to decide the destiny of the Naga
people without letting them know what was in the substance of the
talks".

Whereas the NSCN (K), unlike its rival, would first seek the mandate
of the Naga people, then only it would proceed to political level
talks with the Government of India, the NSCN (K) Kilonser disclosed.

"There is no hide and seek to this, we are open to all," he stated.

Asked when the organization would start political dialogues with the
Government of India, Mulatonu said they would start as and when the
Government of India "sends a formal invitation." He, however,
categorically stated the organization would first seek mandate of the
Naga people before commencing any political dialogue with the
Government of India.

The NSCN (K) leader also alleged that Isaac and Muivah had already
become good Indian citizens just before starting political dialogues
with Delhi.

"I now wonder the two leaders (Isaac and Muivah) of the NSCN (IM)
will be on whose side when the NSCN (K) starts political dialogue
with the Government of India," he pointed out asking, "Where is the
legitimacy for them to represent the Nagas after becoming Indian
citizens".

With regard to the Naga unity, Mulatonu said Naga unity should be
evolved from within but not the kind of theory manufactured and
pushed forward by Isaac and Muivah.

Because it was for "Indian unity and not for Naga unity," he alleged.

07. Talks with Nagas in Feb

NEW DELHI: Represented by a team of three ministers, the Union
government will hold a substantive round of talks with the major Naga
group, National Socialist Council of Nagaland (NSCN) led by Issac
Chishi Swu and T Muivah in the first week of next month.

Naga sources confirmed this on Thursday, stating that their
delegation would arrive here on January 30.

The peace talks will begin with less contentious issues, well placed
sources in the government said. They would mark a beginning, touching
upon substantial issues, but would be followed by a recess allowing
both sides to take stock of the ground situation. Heading the
ministerial team at the talks will be be Oscar Fernandes.

08. NSCN (IM)-Centre peace talks in Jan-end

NEW DELHI, Jan 13 – Peace talks between the Centre and the NSCN
(IM) are scheduled to resume towards the end of this month and for
the first time the Government is likely to be represented by a
ministerial team, reports PTI. "Talks are scheduled for later this
month or early next month," senior NSCN (IM) leader and outfit
emissary V S Atem told PTI over phone from Nagaland.

He said during the talks, NSCN (IM) will take up with the Government,
to be represented by a group of ministers, its memorandum submitted
earlier for a peaceful solution to the decades-old Naga problem.

When asked whether they would be talking to Ministers of UPA
Government, he said "Most likely. But nothing has been conveyed to us
as yet." While NSCN (IM) will be represented by Isak Chishi Swu and T
Muivah, the Government side is likely to include Ministers of State
Oscar Fernandes, Prithviraj Chauhan and S Reghupaty.

The UPA Government has in its common minimum programme (CMP)
committed itself to holding talks with Naga outfits. The NCSN (IM)
and the Centre held talks in December last year after the arrival of
the two leaders from Amsterdam.

The Naga leaders have been stressing on resolving the problem on the
basis of the "uniqueness" of Nagas as according to them peace cannot
be there otherwise. NSCN (IM) has been demanding creation of Greater
Nagaland in which parts of other neighbouring states, including
Manipur, are included. Manipur has strongly opposed any such move and
the sentiment was reflected in violent agitations in the State in
2003.

09. Indefinite curfew at Moreh

IMPHAL, Jan 13 – Indefinite curfew has been imposed at Moreh,
India’s gateway to the Southeast Asian countries after eruption of
insurgency-related violence that cost the lives of two persons
including a Meitei and injuring a tribal in the past 36 hours.

Tension ran high at this international bordertown but under control.
Indo-Myanmar border at Moreh sector has been sealed for the second
day on Thursday, IG (LO-I) R Baral who rushed to Moreh along with
additional police force including DIG Range II C Doungel and Chandel
SP assessing the situation there told this correspondent over the
phone.

District Magistrate promulgated the indefinite curfew from 8.30 a.m.
on Thursday (today) after armed youths gunned down a Kuki tribal
Jalakji Kuki, 25 at Kodong Lairibi, about three km from Moreh at
around 7.30 a.m. on Thursday, an official release here said.

Jalakji Kuki whose body is now lying at the PHC Moreh is said to be a
church leader. Spurt in the killings has taken place after a
goldsmith belonging to the Meitei community namely Laishram Panchami,
24, a resident of Heinou Makhong, Moreh was shot dead by suspected
activists of the Kuki National Army, an underground outfit operating
along the Indo-Myanmar border on Wednesday morning. The trade between
India and Myanmar through this border town has remain closed for the
first time of this year.

Transportation between Moreh and Imphal remained stopped after
several people under the aegis of the newly formed Joint Action
Committee against the killing of Panchami launched road blockade
agitation at Tengnoupal on the NH 39 in Chandel district of Manipur
on Wednesday. Over 100 vehicles and passenger buses stranded at Moreh
for the second day on Thursday. The first salvo of action has come
out after a 25-year-old tribal youth was shot by unidentified persons
in front of the office of Hill Tribal Council here at around 5.45
p.m. on Tuesday. The youth identified as Sosol Kuki (25) of Moreh
Ward No-1 has been referred to RIMS Hospital at Imphal after first
aid at the Community Health Centre, Moreh.

A large number of womenfolk of Moreh blocked the road in front of the
UBI office and stopped the police from taking the body further. The
family members have refused to take back the body too. Strongly
protesting the killing, the Kha-Nongpok Apunba Nupi Lup clamped a
bandh in Moreh and forced the closure of all shops. Following the
IG’s refusal to accept a memorandum of the womenfolk, the
representation was subsequently submitted to the executive magistrate
of Moreh. The demands of the memorandum include increasing the
strength of IRB personnel at Moreh and payment of adequate ex-gratia
to the kin of the deceased.

10. Two security personnel killed in militant attack in Tripura

Agartala, Jan 14 : Two Central Reserve Police Force (CRPF) personnel
including one Sub-inspector (SI) were killed and one severely injured
in militant attack in Tripura Thursday evening.

The incident took place at around 8.25 PM when 54 battalion CRPF
personnel of the road opening party (ROP), while keeping a regular
move, were fired upon by unknown militants at Thalibari area under
the Killa police station of South Tripura district.

The gunfight continued for more than an hour until the militants took
advantage of the thick vegetation and darkness and fled.

Two CRPF personnel including one SI Govind Singh and constable Kumar
Ganpat were killed instantly who another personnel, constable G
Vargees who sustained severe bullet injury was rushed to the GB Panth
hospital in Agartala.

His condition is stated to be serious.

Authorities have launched a massive joint search operation to nab the
militants. However, there is no report of any loos of life or arrest
from the militants. (ANI)
