It's not the high tech CTU operation of the TV show "24," with encryption crackers, a hot line to the President or instant satellite repositioning and sending the images live to an operative's PDA. Although personnel have top secret clearance, the JRIC staff-about 30 people from local law enforcement, the FBI and Homeland Security-they are tasked with collecting data and sharing data and investigating potential threats in the 40,000 square mile region. More regional centers are staffing up in Reisterstown, Maryland; New York City; and Baton Rouge, Louisiana.
