The New Times (Kigali) NEWS September 12, 2006 Posted to the web September 13, 2006 By Gasheegu Muramila Kigali Rwanda has been chosen by sixteen African countries to spearhead their counter- terrorism efforts, security officials have said. The country will officially takeover the one-year chair from Sudan on Thursday at the Third Regional Counter Terrorism Summit, due to be held at Hotel Intercontinental on Thursday. Anaclet Kalibata, the chairman of the national steering committee that is organising the conference, said yesterday "Our country will, for the next one year, lead the efforts for enhancing combat against terrorism in the participating countries," Already, experts from most of the participating countries are attending a preparatory meeting at Hotel Novotel Umubano, ahead of the conference to be attended by Security and Intelligence chiefs from the region. At the initiative of Kenya, several African countries signed a Memorandum of Understanding (MoU) in 2004 establishing an inter-country mechanism to counter terror activities. The move was a response to the bombing of US Embassies in Nairobi, Kenya and Dar es Salaam in Tanzania in August 1998. President Paul Kagame is expected to open the two-day conference, coming at the backdrop of the commemoration of the September 11 terrorist attacks on the US. "Rwanda is a partner in international war on terrorism and is therefore keen on working closely with other countries in this fight," said Kalibata, who is the director general of Immigration and Emigration Department. The first two conferences were held in Kenya and Sudan respectively, and will also be attended by security and intelligence officials from several observer countries. Sources at the National Security Services (NSS) said many other African countries were interested in joining the initiative, and that plans were underway to make Regional Counter Terrorism Summit, a permanent body. Participating countries include Botswana, Burundi, Chad, Comoros, Djibouti, DR Congo and Egypt. Others are Eritrea, Ethiopia, Kenya, Madagascar, Rwanda, Uganda, Sudan, Tanzania and Zambia. Security officials from South Africa, Saudi Arabia, USA, UK, China, and European Union are expected to attend as observers.
