PARIS: French counterterrorism agents arrested four men of north African
origin outside Paris early Monday on suspicion that they had ties to two
terror groups dismantled in 2005, officials said.

Agents from the French domestic counterintelligence agency DST detained the
suspects in Trappes, west of Paris, as part of investigations by three
anti-terrorism judges, officials said.

Police said the four were allegedly linked to a terror cell known as Ansar
al-Fath - or Partisans of Victory - that was dismantled by authorities in
late 2005.

Four people in that cell, including suspected ringleader Safe Bourada, were
detained in 2005, for alleged terror financing. Judicial officials have
filed preliminary charges against those four, who remain in custody.

Judicial officials said one of the suspects was questioned in a case
involving Ouassini Cherifi, a suspected Islamic radical and alleged robber,
who was also detained in 2005 following a case of a holdup of an armored car
a year earlier, judicial officials said on condition of anonymity because
the case is ongoing. Cherifi is also in custody.

Under French law, police can hold the suspects arrested Monday up to four
days for questioning before deciding whether to file preliminary charges or
opting to release them.

Preliminary charges mean that the investigating judge has determined there
is strong evidence to suggest involvement in a crime. The filing gives the
magistrate time to pursue a deeper probe while the suspects await either a
trial or release if no crime is found.

"Fair Use" criteria established in Section 107 of the Copyright Act of 1976.
The principle of "Fair Use" was established as law by Section 107 of The
Copyright Act of 1976. "Fair Use" legally eliminates the need to obtain
permission or pay royalties for the use of previously copyrighted materials
if the purposes of display include "criticism, comment, news reporting,
teaching, scholarship, and research." Section 107 establishes four criteria
for determining whether the use of a work in any particular case qualifies
as a "fair use". A work used does not necessarily have to satisfy all four
criteria to qualify as an instance of "fair use". Rather, "fair use" is
determined by the overall extent to which the cited work does or does not
substantially satisfy the criteria in their totality. If you wish to use
copyrighted material for purposes of your own that go beyond 'fair use,' you
must obtain permission from the copyright owner. For more information go
