No,
OsmAnd saves its favorites in the program data storage area.
Next to that always a copy is made inside the OsmAnd folder called
favourites.gpx. If you create/modify/delete a favorite a new copy is
written the the folder. This favourites.gpx file is in
/Android/data/net.osmand(.plus)/files.

We just completed a 3 month Europe tour and I pinned slot of Favorites along
the way.
Will they only be saved if I keep the maps of the countries we cycled through?
