North American English would call these "freeways," which a slight majority
of US states and almost all, if not all, Canadian provinces, allow bicycles
on when not otherwise posted.  One would hope that this still obeys
"bicycle=no", though, since even in the places that bicycles are generally
allowed on the freeway, there's often a ban on them within the urban center
(as is the case in downtown Portland and along I5 in the Puget Sound
metroplex in Washington), and sometimes entire metro areas (nearly all of
Los Angeles, Ventura, Orange and San Diego County freeways in California).

 Most leveled:
Adds a penalty for incline, higher incline, means more penalty, this makes 
it more unlikely, that a route goes over a mountain, this may result in a 
detour.

Leveled:
Same as leveled, but the penalty for incline is lower.

Hilly:
Penalty for low inclines, it will prefer mountains.
