Relateely I came across something called qemu-lite - https://github.com/clearcontainers/qemu/tree/qemu-lite-v2.9.0 and https://github.com/intel/qemu-lite/wiki. It looks like a lighter qemu with many features compiled. Now QEMU+OSv runs in around 250ms. OSv v0.24-510-g451dc6d 4 CPUs detected
