In our current OTRS setup we have about 1.7 lac tickets ,and we are observing
some performance issues.our infra is built on win2k8/IIS7/sqlserver2k5..any
suggestion for performance tuning would be helpful.

I had a similar issue also related to DNS, but not that obvious.
Some months ago, I reconfigured the whole internal network at one site to use
IPv6, including DNS. All internal servers have an IPv6 record () in DNS as
well as an IPv4

Try running that again but this time run it as the super user and
specify that you want to see your otrs users entries;
sudo crontab -u fireline -l
If it still returns nothing then the crontab for your otrs user is empty.
To get what should be the content of your otrs users crontab firstly
