OTRS doesn't actually support UTF-8 100% correct, meaning that OTRS
stores UTF-8-characters double-encoded in the MySQL-DB.
This is described several bug reports and also in the mailing lists
(don't know if german or english, month 11/2005 to 02/2006??)
