*Job Description:*

This request is to procure services to: (1) monitor Medicaid Providers for
compliance with

federal and State requirements for the Autism Waiver and the School-Based
Provider Program (2) assist with the management of software systems for
information collection and tracking and (3) analyze data sets related to
Medicaid compliance. This position will support the reporting requirements
for these two federally approved Medicaid initiatives, conduct on-site
compliance monitoring in local school systems, and at provider locations,
track performance indicators and assist with analysis of findings regarding
compliance. The analyst will manage the collection of tracking data on
providers and waiver participants and prepare complex reports using Excel
or other tools. The analyst will synthesize information, identify trends
and patterns and make recommendations for enhancing the program and the
review process, suggest improvements and advise on technology solutions for
achieving greater efficiency.



The analyst will be responsible specific areas of compliance monitoring and
assisting, i.e.,

Reportable events, corrective action plans. The analyst will be required to
use tracking

Software and provide technical assistance and training to users.

*Nature of Work:*

The Maryland State Department of Education, Division of Special
Education/Early Intervention Services is seeking services for monitoring
under both Medicaid initiatives. Analysts must be able to work up to 400
hours during the period of the RFQ to perform the following:

·         Participate in on-site compliance monitoring and provide
technical assistance to facilitate the quality review of Medicaid providers:

·         Provide technical expertise to the development and implementation
of a state of the art provider monitoring system;

·         Provide direction and assistance with the provision of outreach,
training, and technical assistance to support increased provider
participation and compliance;

·         Collect and analyze performance data and prepare reports;

·         Assist users with software applications and recommend
enhancements;

·         Provide assistance for the revision to the State regulations;
COMAR 10.09.56, impacted by changes made to the Autism Waiver and the
School Based Medicaid program.

*Offeror’s Qualifications:*

*A. Essential Requirements:*

Applicants shall have:

·         Demonstrated knowledge of State and federal requirements for
Health Related Services under the Individuals with Disabilities Education
Act (Part B and C);

·         Demonstrated knowledge of federal Home and Community Based
Services Waivers;

·         Experience analyzing performance data and writing technical
reports;

·         Experience developing and implementing a quality assurance system
for Medicaid services.

·         Excellent organizational skills, as well as good oral and written
communication skills; and

·         Strong skills and experience with Microsoft Excel and Microsoft
Word.

·         Must possess or hold a Masters Degree or higher in a human
service field, or research and evaluation from an accredited college or
university.

*Broad guidance to the recruitment team (Always try to get candidates who
have similar experience. There are three aspects to qualification, first
organizational, second behavioral and third is technical i.e. a person who
is certified in that technology). *The most ideal case is someone who has
done same or similar work in Same office ( and people know them so that
they need not interview them) or someone    who has worked in that agency
or office, or have worked in a similar office at other state or has done
worked on similar projects in other places.

Example if you are looking for a person for Baltimore School system for a
.Net programmer.

1) First see if there are any available people who have worked in Baltimore
school system earlier in similar capacity.

2) If not then try to find someone who has worked  in any school system,

3) If not try to find someone who has worked in higher education system and

4) If not make sure the person is certified.

*Remember Govt. officials do not want risk and all the above factors reduce
the risk to hiring officer and no one can point a finger at him. Last thing
a govt officer wants to hear if the candidate does not work out is “On what
basis did you hire this person”*
