This commit allows vswitchd thread to update the OVSDB with the
status of all registered PMD threads. The status can be monitored
using ovsdb-client and the sample output is below.
$ ovsdb-client monitor Open_vSwitch Open_vSwitch keepalive
rowaction keepalive
