When sysconfig OVS_USER_ID is changed to a different user, it requires
a manual ownership change of the OVS conf.db database if existing or
otherwise ovsdb-server will fail to (re)start. I was wondering if I am
missing any particular reason why this is change of ownership is not

I will try to explain in more detail and provide a simple scenario to
reproduce.
Lets look first into the vm2vm scenario with no nsh, just a tcp packet
taken from on vm port and put into the other vmp port. The originating
vm requests checksum offload. OVS just clones the buffer into
skb);
}
Tried that and got rid of my problem.
Any thoughts?

OVS 2.9 already has nsh support so those patches no longer apply.
Problem is that ODL SFC does not yet support OVS 2.9 nsh
implementation, support which is planned for next release Fluorine. If
you want to use ODL SFC I suggest that you stay with OVS 2.6.1 for now.
