There is no built-in function for inserting automatically the date. In
Text mode you can do that with a document plugin or a selection plugin:

I think there is a misunderstanding.
There are no predefined DITA scenarios. When you press New you can
create a new scenario for a certain output type. See the attached
screenshot.
The created scenarios will then be preserved in the Oxygen options and
from one version to another.
The type of schema is not important. It can be a DTD, an XML Schema, a
RELAX NG schema, etc. A combo box cannot be displayed in Author mode in
the edited XML document. For inserting a value from a list of allowed
values this list must be declared in the schema and the content
completion popup
