All your observations are true.
You have 2 ways to accomplish what you want (number 1 being the
recommended one):
1) Starting from Oxygen 11.1 in the Oxygen Preferences->"Editor / Pages"
page there is a checkbox "Allow Document Type.". Just uncheck it and
the Document Type set
