We need to bulk upload and meta-tag multiple documents to a document
library.
I've found a number of tools both paid and free/open-source to do this.
Whatever we go with needs to be simple/intuitive to use (as it will be
teachers that will be doing the uploading and tagging).

What is the right way to get web.config changes made by an installed

We install with -allwebapplciations, which makes the changes to existing
apps, but does not add it to new apps as you might expect.
Running install again does not work unless you choose
There is no self-discovery. And in many cases you wouldn't there to be!
IMO the right way is to install and deploy any required solutions after
provisioning the web app.

I think you can deploy (the already installed) solutions to new web apps
from Central admin, should give an option to deploy to new app depends if
it's global package or deployed to particular web apps
Powershell should have something equivalent

No. If it's already installed, you just deploy it to the new webapp url.
