It's a choice between 30 min Dev vs cost
Sadly not. There's no explicit Delete Subsites permission. The Create
Subsites permission seems to be all inclusive despite its description.
Your only saving grace in 2013 is that you can restore them from the
recycling bin.

You can tackle this with some custom code, use web event receivers
(SPWebEventReceiver).

Deleted sites are available in the Site collection recycle bin in 2010 also -
post SP1
