Hi Guys,
Anyone noticed a user getting presenting with the wrong interface as if
they have a different set of permissions?
I am even talking about site collection admin.. seems to have only READ
permission, something unhealthy somewhere, just wondering where to start
looking.

Are all your pages, images, masterpages, css etc.. published and does the
user have view/reader access to it?

Yes, all of that is OOBE I think it is something more at the farm level that is
broken.
I haven't been asked to look into it fully yet, just getting a idea
